To achieve total destruction in Year of the Dragon level 1-13 the objective is pretty simple — use the birds to destroy as much of the structure as possible. Once you’ve destroyed the majority of the level fire the fish towards the middle of the level.

Used the birds as in FujiToast’s video but placed the Fish on the far left bottom slanted edge of the dark brown base structure
or
Use the birds to clear everything from the left side of the structure to open the left side’s second flat dark brown base ledge to land the Fish. The MD pushes the right side of the structure to the right for the feather.
